The Lord Jesus promises to give authority over the nations to the overcomers (Revelation 2:26) and declares they will join him in fulfilling Psalm 2:9 (Revelation 2:27; 12:5).
Clearly, there is a future fulfillment of this promise, as we can see in 1 Corinthians 6:2-3: "Do you not know that the Lord's people will judge the world?" "Do you not know that we will judge angels?"
But because we have been given the Holy Spirit as the first installment or down-payment on the future kingdom (2 Corinthians 1:22; 2 Corinthians 5:5; Ephesians 1:14), there is also a present fulfilment.
We may attempt to call a political leader and never get through, but when we pray, trusting that Someone is on the other end of the line, listening and responding, we can be said to be judging the world in the here and now, too (Luke 18:7; 1 Corinthians 6:2). Rulers' hearts are in the hands of the Lord, and he turns them where he chooses (Proverbs 21:1). God responds to the anguished cries of his people, and changes other people's hearts.
Also, these anguished cries do not cease when believers leave their bodies and go to be with the Lord (2 Corinthians 5:6-8; Hebrews 12:22-24).
When we read Revelation 6:9-11, we discover that departed believers are aware of what is happening on earth, and they intercede on our behalf by begging the Lord to send relief by hastening his return. And their prayers have concrete results on earth (Revelation 8:3-5).
